§ 206. Enforcement by action; when and in what courts; procedure in\naction to foreclose real property mortgage applicable in actions to\nforeclose a mortgage or other lien. An action may be maintained to\nforeclose a lien upon a chattel, for a sum of money, in any case where\nsuch a lien exists at the commencement of the action. The action may be\nbrought in any court, of record or not of record, which would have\njurisdiction to render a judgment, in an action founded upon a contract,\nfor a sum equal to the amount of the lien. For the purposes of this\nsection and of sections two hundred seven to two hundred ten inclusive a\nchattel mortgage to secure the payment of a loan of money or other debt,\nor the purchase price of chattels, a contract of conditional sale of\npersonal property,
