§ 22-b. Destruction and reproductions of assembly books and records.\n1. Notwithstanding any other provision of law, the officers or\nemployees of the assembly designated by the speaker of the assembly may\ncause any of the following described records, books and papers on file\nwith or in the custody of such officers or employees to be photographed,\nmicrophotographed or reproduced on film or otherwise and may destroy or\notherwise dispose of such original records, books and papers after such\nreproductions have been made. Such reproductions may be destroyed or\notherwise disposed of by such officers or employees after the lapse of\nthe following periods of time from the date upon which the originals\nthereof were filed in their offices or placed in their custody:\n

Such reproductions may be destroyed or\notherwise disposed of by such officers or employees after the lapse of\nthe following periods of time from the date upon which the originals\nthereof were filed in their offices or placed in their custody:\n AFTER TWENTY-FIVE YEARS\n Assembly committee books of standing committees and home rule record\nbooks in the office of the journal clerk.\n AFTER FIFTEEN YEARS\n Record books of printed bills and index to documents.\n AFTER TEN YEARS\n Miscellaneous reports from other than state agencies, submitted\npursuant to special acts.\n Material relating to specifications, bids, awards and correspondence\nrelating thereto, in connection with alterations, improvements and\npurchase of materials.\n Record books used at the assembly desk and engrossing clerk's office.\n Social security information and records.\n AFTER SEVEN YEARS\n General correspondence.\n Duplicate copies of payroll forms, the originals having been\ntransmitted to the office of the state comptroller.\n Duplicate copies of maintenance and operation schedules with duplicate\ncopy of each bill, the original schedules and bills having been\ntransmitted to the office of the state comptroller.\n Duplicate copies of purchase orders.\n Personnel records and lists.\n Personal service voucher certification forms of employees.\n Duplicate copies of certification lists of employees, the originals\nhaving been transmitted to the office of the state comptroller.\n 2. Such photographic film or other material shall be of durable\nquality, and the device used to produce such records, books or papers\nshall be one which accurately reproduces the originals in all details.\nSuch photographic film or other material shall be deemed to be an\noriginal record, book or paper for all purposes, including introduction\nin evidence in all courts and administrative agencies. A transcript,\nexemplification or certified copy thereof shall be deemed to be a\ntranscript, exemplification or certified copy of the original for all\npurposes.\n 3. At least thirty days prior to the destruction or other disposition\nof any records, books or papers of any assembly standing committee, or\nof the journal clerk's office, or of the assembly desk, or of the\nengrossing clerk's office, such officers or employees shall notify the\ncommissioner of education of his intention to destroy or otherwise\ndispose thereof and afford the commissioner of education reasonable\nopportunity to examine the same to ascertain whether any of such\nrecords, books or papers are of historical value. Any such records,\nbooks or papers so ascertained to be of historical value shall not be\ndestroyed and shall be transferred to depositories designated by the\nspeaker of the assembly.\n
