§ 22-a. Reproduction and destruction of certain records, books and\npapers of the senate.
1.Notwithstanding any other provision of law, the\nofficers or employees of the senate designated by the temporary\npresident of the senate may cause any of the following described\nrecords, books and papers on file with or in the custody of such\nofficers or employees to be photographed, microphotographed or\nreproduced on film or otherwise and may destroy or otherwise dispose of\nsuch original records, books and papers, after such reproductions have\nbeen made. Such reproductions may be destroyed or otherwise disposed of\nby such officers or employees after the lapse of the following periods\nof time from the dates upon which the originals thereof were filed in\ntheir offices or placed in their custody:\n AFTER TWENTY-FIVE YEARS\n Senate committee books of standing committees and home rule record\nbooks in the office of the journal clerk,\n AFTER FIFTEEN YEARS\n Record books of printed bills and index to documents,\n AFTER TEN YEARS\n Miscellaneous reports from other than state agencies, submitted\npursuant to special acts,\n Records in the financial clerk's office, except those relating to\nretirement matters and senators' and employees' pay account books,\n Material relating to specifications, bids, awards and correspondence\nrelating thereto, in connection with alterations, improvements, purchase\nof material,\n Record books used at the senate desk and engrossing room,\n Senators' receipts,\n Senators' warrants,\n Social security information and records,\n AFTER SEVEN YEARS\n General correspondence,\n Duplicate copies of payroll schedules, the originals having been\ntransmitted to the office of the state comptroller,\n Duplicate copies of maintenance and operation schedules with duplicate\ncopy of each bill, the original schedules and original bills having been\ntransmitted to the office of the state comptroller,\n Duplicate copies of purchase orders,\n Personnel applications,\n Personal service certification forms of employees,\n Lists of personnel prepared pursuant to joint rules for members of the\npress,\n Copies of certification lists of employees transmitted to the office\nof the state comptroller.\n 2. Such photographic film or other material shall be of durable\nquality, and the device used to produce such records, books or papers\nshall be one which accurately reproduces the originals in all details.\nSuch photographic film or other material shall be deemed to be an\noriginal record, book or paper for all purposes, including introduction\nin evidence in all courts and administrative agencies. A transcript,\nexemplification or certified copy thereof shall be deemed to be a\ntranscript, exemplification or certified copy of the original for all\npurposes.\n 3. At least thirty days previous to the destruction or other\ndisposition of any of such original records, books or papers, or any\nreproductions thereof, such officers or employees shall notify the\ncommissioner of education of their intention to destroy or otherwise\ndispose thereof and afford the commissioner of education reasonable\nopportunity to examine the same to enable him to ascertain whether any\nof such original or reproduced records, books or papers are of\nhistorical value. Any such original or reproduced records, books and\npapers so ascertained to be of historical value shall not be destroyed\nand shall be transferred to depositories designated by the temporary\npresident of the senate.\n
