§ 905. Training and education. 1. The commissioner of health shall\nhave authority to approve asbestos safety programs and shall maintain a\nlist of approved programs which shall be made available to license\napplicants, certificate applicants and other interested parties upon\nrequest. The commissioner of health shall promulgate rules and\nregulations setting forth the criteria for approval of such programs,\nthe procedures to be followed in applying for such approval and any\nother rules or regulations as shall be necessary and proper to\neffectuate the purposes of this section and to comply with the\nrequirements of the Federal Asbestos Hazard Emergency Response Act and\nany other applicable federal standards.\n 2.
