§ 10-a. Domestic violence policy. The commissioner shall study the\nissue of employees separated from employment due to acts of domestic\nviolence as referred to in and qualified by section four hundred\nfifty-nine-a of the social services law. The commissioner shall consult\nwith the New York state office for the prevention of domestic violence\nand its advisory council, the department of social services, the\ndivision of women and members of the public in preparing such study.\nSuch study shall include a review of case histories in which\nunemployment compensation was sought and an analysis of the policies in\nother states. A copy of such study shall be transmitted to the temporary\npresident of the senate and the speaker of the assembly on or before\nJanuary fifteenth, nineteen hundre
