§ 2334. Non-commercial private passenger automobile insurance rates;\nmerit rating plans.
(a)The superintendent shall, after public hearing,\npromulgate a regulation, which may be amended from time to time,\napplicable to non-commercial private passenger automobile insurance\nmerit rating plans which reflect an individual driver's experience with\nrespect to accidents, claims or traffic violations. The regulation shall\ncontinue to encourage competition among insurers, but shall discourage\nmerit rating plan provisions which may tend to create confusion or\nmisunderstanding among insureds. The regulation shall establish\nstandards and limitations intended to insure that merit rating plans are\nreasonable, understandable and objective and are not unfairly\ndiscriminatory, inequitable, vi
