§ 861. Notification of budget. Each agency shall mail or deliver to\nthe chief executive officer and the governing body of the municipality\nfor whose benefit the agency was established and make available for\npublic inspection and comment its proposed budget for the forthcoming\nfiscal year, no later than twenty business days before adoption. At such\ntime, the agency shall file its proposed budget with the clerk of the\nmunicipality for whose benefit the agency was established. Such proposed\nbudget shall contain detailed estimates in writing of the amount of\nrevenues to be received and expenditures to be made during the forth\ncoming fiscal year. Following its consideration of the comments\nreceived, the agency may revise its budget accordingly and shall file\nthe revised budget with
