§ 462. Interlocal agreements authorized.
1.Any public agency of this\nstate may enter into interlocal agreements with any public agency or\nagencies of any other state or states providing for any of the\nfollowing:\n (a) The exchange, furnishing or providing by one or more of the\ncontracting public agencies to one or more of the other contracting\npublic agencies of services, personnel, facilities, equipment, or any\nother property or resources for any one or more of the following\npurposes or uses:\n(1) Fire prevention and fire fighting\n(2) Supply of water, gas or electricity\n(3) Garbage collection and disposal\n(4) Sewage disposal\n(5) Refuse collection and disposal, and public dumps\n(6) Storm drainage\n(7) Airports or landing fields\n(8) Parks, playgrounds, swimming pool

Any public agency of this\nstate may enter into interlocal agreements with any public agency or\nagencies of any other state or states providing for any of the\nfollowing:\n (a) The exchange, furnishing or providing by one or more of the\ncontracting public agencies to one or more of the other contracting\npublic agencies of services, personnel, facilities, equipment, or any\nother property or resources for any one or more of the following\npurposes or uses:\n(1) Fire prevention and fire fighting\n(2) Supply of water, gas or electricity\n(3) Garbage collection and disposal\n(4) Sewage disposal\n(5) Refuse collection and disposal, and public dumps\n(6) Storm drainage\n(7) Airports or landing fields\n(8) Parks, playgrounds, swimming pools, recreation centers,\n or other recreational areas or facilities\n(9) Youth counselling and guidance\n(10) Municipal planning services\n(11) Engineering services\n(12) Lighting\n(13) Ambulance service\n(14) Fire and police radio and communication systems\n(15) Hospital service\n(16) Public health services\n(17) Mental health services\n(18) Cemeteries\n(19) Libraries or bookmobiles\n(20) Suppression or control of plant and\n animal pests or diseases\n(21) Propagation of game, game birds or fish\n(22) Publicizing the advantages of the region\n(23) Roads and highways.\n (b) The establishment of an interlocal advisory board or boards to\nrecommend programs and policies for cooperative or uniform action in any\nfields of activity enumerated in paragraph (a) of this subdivision and\npermitted or authorized for each contracting public agency, and from\ntime to time to advise with the appropriate officials of the contracting\npublic agencies in respect to such programs, policies or fields of\nactivity.\n 2. Nothing contained in this article shall be construed to authorize\nor permit any public agency of this state to receive, obtain, furnish or\nprovide services, facilities, personnel, equipment, or any other\nproperty or resources, or to engage in or perform any function or\nactivity by means of an interlocal agreement if it does not have\nconstitutional or statutory power or authorization to receive, obtain,\nfurnish or provide the same or substantially similar services,\nfacilities, personnel, equipment, other property or resources, or to\nengage in or perform the same or a substantially similar function or\nactivity on its own account.\n
