  § 404. Authorization of undertaking. The acquisition, construction,\nreconstruction, improvement, betterment or extension of any undertaking\nmay be authorized under this article by resolution or resolutions of the\ngoverning body of the municipality which may be adopted at a regular or\nspecial meeting and at the same meeting at which they are introduced by\na majority of all the members thereof then in office and which shall\ntake effect immediately upon adoption.\n
