§ 366. Inconsistent provisions superseded. The powers granted by this\narticle shall be in addition to and not in substitution for all the\npowers, rights, privileges and functions conferred or imposed upon any\nmunicipal corporation by any other law heretofore or hereafter enacted.\nIn so far as the provisions of this article are inconsistent with the\nprovisions of any other act, general, special, or local, the provisions\nof this article shall be controlling.\n
