§ 195-l. Article inoperative until adopted by voters. Except as\nprovided in section one hundred ninety-five-k of this article, the\nprovisions of this article shall remain inoperative in any municipality\nunless and until a proposition therefor submitted at a general or\nspecial election in such municipality shall be approved by a vote of the\nmajority of the qualified electors in such municipality voting thereon.\n
