§ 195-h. Appeals from the decision of an officer, clerk or department\nto board. Any applicant for, or holder of, any license issued or to be\nissued under this article aggrieved by any action of an officer, clerk\nor department, to which such application has been made or by which such\nlicense has been issued, may appeal to the board from the determination\nof said officer, clerk, or department by filing with such officer,\nclerk, or department a written notice of appeal within thirty days after\nthe determination or action appealed from, and upon the hearing of such\nappeal, the evidence, if any, taken before such officer, clerk, or\ndepartment and any additional evidence may be produced and shall be\nconsidered in arriving at a determination of the matters in issue, and\nthe action of
