§ 631. Preemption. A political subdivision, otherwise authorized, may\nenact a local law, identical to the provisions of this article, to\nenable local enforcement of the provisions of this article and such\nlocal law. Any local law not identical with the provisions of this\narticle, or with any rules and regulations promulgated hereunder, shall\nbe pre-empted, superseded, and of no force and effect.\n
