§ 284. Penalty for violation of preceding sections. In case any person\nshall neglect or refuse to comply with the provisions of the preceding\nsections of this article, he shall forfeit the sum of five dollars for\neach and every trunk, box or bundle of baggage so neglected as above\nspecified, to the benefit of any person who shall sue for the same, in\nhis own name, in an action of debt in any court having cognizance\nthereof.\n
