§ 155. Legislative intent. It is hereby determined and declared that\nthe promotion of travel, either individually or as a group, is now of\nsuch volume that it is in the public interest to subject it to the\nsupervision of the appropriate political subdivisions of the state for\nthe purpose of safeguarding the public against fraud, false advertising,\nmisrepresentation and similar abuses.\n
