§ 121. Owners, pursers and clerks allowed to sell tickets. The\nprovisions of this article do not prevent the actual owners or\nconsignees of any vessel, from selling passage tickets thereon; nor do\nthey prevent the purser or clerk of any vessel from selling in his\noffice on board of such vessel, any passage ticket upon such vessel.\n
