§ 842. Council rules and regulations promulgated by governor. The\ngovernor, in his discretion, may adopt and promulgate any or all of the\nrules and regulations recommended by the council to the governor\npursuant to subdivision one of section eight hundred forty. When the\ngovernor promulgates any rule or regulation recommended by the council,\nhe shall transmit a certified copy thereof to the secretary of state, in\naccordance with the requirements of subdivision one of section one\nhundred two, including a statement as to the effective date of such\nrules or regulations.\n
