* § 825. Powers and responsibilities of the division.
1.The director\nshall post to the website of the division on or before October first of\neach year the aspirational goals for the utilization of minority group\nmembers and women in construction required pursuant to section eight\nhundred twenty-two of this article.\n 2. The director shall promulgate rules and regulations for the\nimplementation of this article, including, but not limited to,\nprocedures for the submission of certifications and workforce\nutilization plans by contractors, criteria for granting waivers of\nworkforce participation goals, and the contents of reports by state\nagencies concerning their implementation of the requirements of this\narticle.\n 3.
