§ 421. Withholding state aid. The office may authorize or require the\ncomptroller to withhold the payment of state aid to any municipality in\nthe event such municipality alters or discontinues without the approval\nof the office the operation of a plan approved by the office, or fails\nto adopt or change a plan as recommended by the office, or fails to\ncomply with rules or regulations established by the office, or fails to\nenforce in a manner satisfactory to the office, laws now in effect or\nhereafter adopted that relate in any manner to the protection and\nwelfare of youth.\n
