§ 15. Power of governor to grant reprieves, commutations and pardons.\nThe governor has power to grant reprieves, commutations and pardons,\nafter conviction, for all offenses, except treason and cases of\nimpeachment, upon such conditions, and with such restrictions and\nlimitations, as he may think proper, subject to the regulations provided\nin this article.\n
