§ 57-0115. Comprehensive management plan.\n 1. The council shall, after holding public hearings, prepare and adopt\na comprehensive management plan for the Long Island Pine Barrens\nmaritime reserve, which the state and local governments may adopt. Such\nplan shall include, but not be limited to:\n a. a statement of the public values of the area, including their\neducational, ecological and hydrological values, together with the\ngeneral goals and policies which will best protect and enhance such\nvalues;\n b. a map of the area, delineating the boundaries of the Long Island\nPine Barrens maritime reserve;\n c. a brief and general historical overview regarding the lands of the\nLong Island Pine Barrens maritime reserve;\n d. an inventory of all public lands and lands available for publ

The council shall, after holding public hearings, prepare and adopt\na comprehensive management plan for the Long Island Pine Barrens\nmaritime reserve, which the state and local governments may adopt. Such\nplan shall include, but not be limited to:\n a. a statement of the public values of the area, including their\neducational, ecological and hydrological values, together with the\ngeneral goals and policies which will best protect and enhance such\nvalues;\n b. a map of the area, delineating the boundaries of the Long Island\nPine Barrens maritime reserve;\n c. a brief and general historical overview regarding the lands of the\nLong Island Pine Barrens maritime reserve;\n d. an inventory of all public lands and lands available for public use\nwithin the Long Island Pine Barrens maritime reserve specifying use,\nfacilities for public use, and the management agency with jurisdiction\nover the property;\n e. management guidelines for the preservation, recreational and\neducational use of resources of the Long Island Pine Barrens maritime\nreserve;\n f. management guidelines for protecting and supporting indigenous\neconomic activities like agriculture, fishing, recreation and tourism;\n g. a plan for protection and management for dedicated land in the Long\nIsland Pine Barrens preserve including:\n (1) A survey or inventory of the following, together with the\nestablishment of management priorities therefor:\n (i) natural plant and wildlife resources;\n (ii) historic resources;\n (iii) erosion control needs and stream protection;\n (iv) trails, trail development and use; and\n (v) other recreational uses.\n (2) Recommendations for the enforcement of laws pertaining to public\nuse activities, which can be implemented by rules and regulations for\nthe administration and use of lands dedicated to the preserve.\n (3) Recommendations for acquisition of open space suitable for\ndedication in the preserve.\n (4) Recommendations for institutional arrangements to coordinate\nmanagement of dedicated land held by separate owners;\n h. a local participation plan, which describes how local citizens,\nofficials and members of the tourism, agricultural and fishing\nindustries will participate in the planning and implementation of the\nmanagement program and which contains a statement identifying support\nfor such program by the participating local governments; and\n i. a financial statement estimating the necessary costs and potential\nfunding sources to carry out recommendations in the study over a five\nyear period and the benefits therefrom.\n 2. A draft plan shall be prepared and made available to the public and\nthe local governments within the Long Island Pine Barrens maritime\nreserve prior to adopting the plan. The council shall hold public\nhearings at different locations within the Long Island Pine Barrens\nmaritime reserve. There shall be two public hearings on the draft plan\nand there shall also be a public hearing on the completed plan before\nthe plan is submitted to the commissioner.\n
