§ 39-0107. Powers and duties of the commissioner.\n 1. The commissioner shall, within three calendar months after the\neffective date of this article, promulgate regulations establishing\nmethods for indentification and quantification of ingredients in sewage\nsystem cleaners and additives used in restricted geographical areas.\n 2. The commissioner shall, within three calendar months after the\neffective date of this article, promulgate regulations requiring\nmanufacturers of sewage system cleaners or additives distributed, sold\nor offered for sale in restricted geographical areas to furnish to the\ncommissioner existing information regarding chemical components\nincluding the nature and extent of investigations and research performed\nby the manufacturer concerning the effects of such
