§ 37-0305. Toxic chemical release form.\n 1. The owner or operator of each facility subject to the requirements\nof this title shall complete a toxic chemical release form as published\npursuant to subsection (g) of 42 U.S.C. § 11023, as amended and\nsubsections (a) and (b) of 42 U.S.C. § 13106, as amended for each toxic\nchemical listed pursuant to subsection (c) of 42 U.S.C. § 11023, as\namended that was manufactured or processed in quantities greater than\ntwelve thousand five hundred pounds per year, or otherwise used in\nquantities greater than five thousand pounds per year at each facility\nduring the preceding calendar year. Such form shall be submitted to the\ncommissioner on or before July first, nineteen hundred ninety-six and\nthereafter on or before July first and shall contai
