§ 37-0215. Rules and regulations.\n The commissioner shall have the power to adopt such rules and\nregulations to provide for the effective application and enforcement of\nthis title. The commissioner, to the extent practicable and appropriate,\nshall utilize the standards designated by the American Society for\nTesting and Materials in determining "unit packaging", "intermediate\npackages" and "shipping containers".\n
