§ 13-0336. Marine and coastal district party and charter boat license.\n 1. No owner or operator of a party boat or charter boat shall carry\nrecreational fishing passengers in the marine and coastal district or\nland fish taken outside the territorial waters of the state without\nholding a party or charter boat license issued by the department for an\nannual fee of two hundred fifty dollars and a recreational marine\nfishing registration issued by the department. Such license and\nregistration shall be issued only to persons domiciled in the state or\nin a state which affords reciprocal fishing privileges to persons\ndomiciled in New York.
