For the purposes\nof this subdivision a person is blind only if either: (a) his or her\ncentral visual acuity does not exceed 20/200 in the better eye with\ncorrecting lenses, or (b) his or her visual acuity is greater than\n20/200 but is accompanied by a limitation of the field of vision such\nthat the widest diameter of the visual field subtends an angle no\ngreater than 20 degrees.\n A resident in the state for a period of thirty days immediately prior\nto the date of application who has attained the age of seventy is\nentitled to receive a fishing license, a trapping license, and a hunting\nlicense, at a cost of five dollars for each license.\n A resident in the state for a period of thirty days immediately prior\nto the date of application who has attained the age of seventy is\nentitled to receive free of charge a bowhunting privilege and a\nmuzzle-loading privilege.\n 3. Each applicant for a license, permit or privilege shall pay to the\nissuing officer a fee, according to the license, permit or privilege\nissued and the residence or other qualification of the applicant.\n a. In the case of a non-resident and persons resident in the state for\nless than thirty days:\n License Fee\n (1) (a) Hunting $100.00\n (b) Hunting ages fifteen and under $5.00\n (2) Fishing $50.00\n (3) Seven-day fishing $28.00\n (4)(a) Trapping $275.00\n (b) Trapping ages fifteen and under $5.00\n (5)(a) Bowhunting privilege $30.00\n (b) Bowhunting privilege ages\n fifteen and under $4.00\n (6) Muzzle-loading $30.00\n (7) Turkey permit $20.00\n (8) One-day fishing $10.00\n c. In all cases:\n (1) Certificates in lieu of\n lost license or privilege or tag $5.00\n (2) Duplicate for lost or\n destroyed permit or tag $10.00\n 4. A person, resident in the state for at least thirty days\nimmediately prior to the date of application, who (a) has been honorably\ndischarged from service in the armed forces of the United States, or (b)\nhas a qualifying condition, as defined in section one of the veterans'\nservices law, and has received a discharge other than bad conduct or\ndishonorable from such service, or (c) is a discharged LGBT veteran, as\ndefined in section one of the veterans' services law, and has received a\ndischarge other than bad conduct or dishonorable from such service, and\nis certified as having a forty percent or greater service-connected\ndisability is entitled to receive all licenses, privileges, tags, and\npermits authorized by this title for which he or she is eligible, except\nturkey permits, renewable each year for a five dollar fee.\n 5. Prior to the first day of February in the second year following the\nyear in which this subdivision shall have become a law, and prior to the\nfirst day of February of every second year thereafter, the conservation\nfund advisory council shall submit recommendations to the commissioner\nregarding the level of fees established by this section taking into\naccount economic indicators, the status of the conservation fund, and\nsuch program indicators as it may deem appropriate. The commissioner\nshall transmit the recommendations in their entirety to the governor,\nthe legislature and interested individuals and organizations, and the\ngovernor may submit a budget bill incorporating his recommendations\nthereon to the legislature.\n 6. a. License issuing officers may retain 1.1 percent of the gross\nproceeds from the sale of all lifetime licenses listed in section\n11-0702 of this title.\n b. License issuing officers may retain 5.5 percent of the gross\nproceeds from sale of all other license, privileges, certificates and\npermits, including any application fees associated with such licenses,\nprivileges, certificates and permits.\n 7. Notwithstanding the provisions of subdivision three of this\nsection, the commissioner may offer for sale licenses, privileges and\npermits listed in this section at a reduced price up to ten days per\nyear to encourage resident and out-of-state hunters, trappers and\nanglers to utilize New York's hunting, trapping and fishing\nopportunities. These days shall be designated in a manner determined by\nthe department to best provide public notice thereof and to maximize\npublic participation therein.\n
