§ 11-0541. Monarch preservation plan.\n Beginning within one year of the effective date of this section, the\ndepartment shall take feasible actions to conserve monarch butterflies\nand the unique habitats they depend upon for successful migration. These\nactions may include, but are not limited to, habitat restoration on\ndepartment and state owned lands, education programs, and voluntary\nagreements with private landowners. The department may partner with\nfederal agencies, state agencies, nonprofit organizations, academic\nprograms, private landowners, and other entities that undertake actions\nto conserve monarch butterflies and aid their successful migration. When\nundertaking actions to conserve monarch butterflies and their habitats\npursuant to this section, the department shall use the best available\nscience and consider, as appropriate and feasible, all of the following:\n 1. restoring or revegetating monarch caterpillar habitat using\nregionally or locally appropriate native milkweed species and native\nnectar plant species;\n 2. controlling nonnative weed species that threaten native milkweed\nspecies, and controlling pests and disease, using current best\nmanagement practices consistent with integrated pest management\nprinciples that pose low risk to monarch butterflies and their habitat;\n 3. controlling pest management practices that may be harmful to\nmonarch butterflies, their food or their habitat;\n 4. incorporating diverse tree species, structures, and arrangements\nwhen restoring or establishing winter habitat sites to match monarch\nbutterfly preferences for temperature, light, moisture, wind, and other\nmicroclimate characteristics; and\n 5. increasing the number of partnerships and making the most of\npartnerships to use residential and institutional landscaped areas,\nagricultural non-cropped lands, transportation corridors, and\nconservation easements to create, restore, or enhance monarch butterfly\nhabitat.\n
