§ 471. Inconsistent provisions of other laws superseded. Insofar as\nthe provisions of this article are inconsistent with the provisions of\nany other general, special or local law, or with the provisions of any\ncharter or ordinance, the provisions of this article shall be\ncontrolling. The provisions of this article shall not be deemed to\nprevent the city of New York from financing the cost of acquiring,\nconstructing, reconstructing, rehabilitating or improving one or more\nschool buildings by the issuance of bonds or capital notes pursuant to\nthe local finance law.\n
