§ 312. Filed papers and copies thereof. The commissioner shall file,\narrange in the order of time, and keep in his office, so that they may\nbe at all times accessible, all the proceedings on every appeal or\npetition to him under this article, including his decision and orders\nfounded thereon; and copies of all such papers and proceedings,\nauthenticated by him under his seal of office, shall be evidence equally\nwith the originals.\n
