§ 109. Any person, association, organization or corporation may be\npermitted to use the auditorium in the state education building at\nAlbany for such purposes as may be authorized by regulations of the\ncommissioner of education upon payment of such fee as may be required\npursuant to a schedule for such purpose adopted by the commissioner of\neducation and approved by the director of the division of the budget.\n
