§ 23-d. Taking necessary steps for continuing the operation of\nessential railroads. If cessation of operation of a railroad, whose\ncontinued operation is essential in order that it will be available as\nan operating transportation facility for materials and otherwise, in the\ninterest of the public safety and security and the health of the people\nin the event of attack, has occurred or is impending, such railroad\nbeing in receivership by order of a court having jurisdiction of an\naction or proceeding in which receivers have been appointed for such\nrailroad, the state civil defense commission may take all necessary\nsteps for the continued operation of such railroad, and for such purpose\nthe commission shall employ the moneys appropriated to it by this act.\n
