§ 23-c. Purchase of civil defense resources, materials and facilities\nthrough the federal government. Notwithstanding any inconsistent\nprovision of law, with the approval of the director of the budget and\nthe commission, the state commissioner of general services, on behalf of\nthe commission or of a political subdivision, may contract to purchase\nresources, materials and facilities for civil defense through any\nfederal agency authorized to so purchase on their behalf; provided, that\nno purchase may be made on behalf of a political subdivision, pursuant\nto the authority here granted, unless such political subdivision accepts\nsole responsibility for any liability arising pursuant to such contract,\nand for the payment of all moneys due or which may become payable\npursuant theret
