  § 89-d. Transportation. The state of New York shall have no\nresponsibility, financial or otherwise, for transporting incarcerated\nindividuals between a New York city local correctional facility and an\nalternate correctional facility, regardless of the reason for such\ntransfer. The city of New York shall be responsible for all such costs,\nas well as the actual transportation and supervision of incarcerated\nindividuals during transport.\n
