§ 89. Establishment of alternate correctional facilities. An alternate\ncorrectional facility shall be deemed to have been established when the\ncommissioner has filed with the secretary of state a designation of such\nfacility which sets forth, at a minimum, the name and location of the\nfacility, a copy of the department's rules and regulations for the\noperation of that facility, and a copy of all applicable agreements,\nincluding a construction agreement and an operation agreement.\n
