§ 201. Administration.
1.There is hereby established within the\ndepartment an economic development skills training program to provide\nand leverage skills development training for economic development\npurposes. The department shall provide assistance to applicants for the\npurpose of assisting individual businesses and industries in providing\nskills training services.\n 2. § 201. Administration. 1. There is hereby established within the\ndepartment an economic development skills training program to provide\nand leverage skills development training for economic development\npurposes. The department shall provide assistance to applicants for the\npurpose of assisting individual businesses and industries in providing\nskills training services.\n 2. The department shall:\n (a) coordinate with the department of education, the department of\nlabor, the state university of New York, the city university and service\ndelivery areas as established pursuant to the federal job training\npartnership act (P.L. 97-300) in order to carry out the purposes of this\narticle and to complement and leverage related training resources\nconsistent with the purposes described herein;\n (b) upon the recommendation of the interagency review committee,\nexecute and monitor grants and contracts to carry out the purposes of\nthis article or authorize grants and contracts to be executed and\nmonitored by the department of labor for projects which provide\non-the-job training reimbursements to businesses as described in this\narticle and for such labor exchange and other related services as are\nagreed upon by the agencies, by the state education department for\nprojects which provide classroom based training which will be delivered\nby school districts, boards of cooperative educational services and\nprivate degree-granting institutions of higher education and by the\nstate university or the city university for projects which provide\nclassroom based training which will be delivered by community colleges,\nagricultural and technical colleges, and public degree-granting\ninstitutions of higher education or authorize such other arrangements\nas, upon the recommendation of the interagency review committee, the\ncommissioner determines will advance the purposes of this program;\n (c) promote awareness of the economic development skills training\nprogram among businesses, business organizations, and regional and local\neconomic development agencies with the assistance of the appropriate\nstate agencies;\n (d) notify the appropriate private industry council established\npursuant to the federal job training partnership act (P.L. 97-300) of\nany assistance provided pursuant to this article;\n (e) ensure that at least fifty percent of the moneys available for the\npurposes of this program shall be used to assist businesses employing\ntwo hundred or fewer workers; and\n (f) ensure that at least fifty percent of the moneys made available\nshall be expended for the purpose of assisting targeted individuals as\ndefined in section two hundred of this article or to provide skills\nupgrading for currently employed individuals which results in new jobs\ncreated which are filled with targeted individuals.\n 3. The interagency review committee shall meet regularly to review\nprogram progress and recommend measures to improve program coordination\nof training policy and program delivery, to increase the potential for\nleveraging of funds, to develop an evaluation program to be conducted on\na periodic basis and, within thirty days from receipt of a proposal,\nmake recommendations to the commissioner on all such projects which\nexceed twenty-five thousand dollars in funds provided pursuant to this\narticle. Any project not acted upon by the committee within such time\nperiod may be acted upon by the commissioner.\n
