§ 193. Rules and regulations. The commissioner shall promulgate rules\nand regulations for the operation of the industrial effectiveness\nprogram, which shall include:\n 1. the criteria to be used in determining industrial firms eligible\nfor assistance and the nature and extent of commitments required of\nowners or managers of assisted firms;\n 2. the procedures and criteria to be used in selecting and retaining\nexperts to be used in diagnosing problems of specific industrial firms\nand in undertaking productivity assessments and feasibility studies; and\n 3. the fees to be charged for assistance provided to groups of\nindustrial firms or individual firms.\n
