§ 151. Statewide master plan for marketing.
1.The department shall\nformulate and annually re-evaluate a comprehensive five-year master plan\nfor the balanced development and coordination of adequate marketing\nprograms and facilities necessary to meet the promotional objectives\nenumerated in section one hundred of this chapter. The plan shall be\nbased upon elements including, but not limited to: the identification\nand evaluation of the tourism needs for each region of the state and the\nrelation of these findings to the state as a whole; the identification\nand evaluation of the existing tourism infrastructure of the state\nincluding projection of future needs related thereto; and the\nidentification and evaluation of existing tourism promotion activities\nincluding projection of fu

§ 151. Statewide master plan for marketing. 1. The department shall\nformulate and annually re-evaluate a comprehensive five-year master plan\nfor the balanced development and coordination of adequate marketing\nprograms and facilities necessary to meet the promotional objectives\nenumerated in section one hundred of this chapter. The plan shall be\nbased upon elements including, but not limited to: the identification\nand evaluation of the tourism needs for each region of the state and the\nrelation of these findings to the state as a whole; the identification\nand evaluation of the existing tourism infrastructure of the state\nincluding projection of future needs related thereto; and the\nidentification and evaluation of existing tourism promotion activities\nincluding projection of future needs relating thereto. The plan shall be\ndeveloped in consultation with the tourism advisory council and the\ninter-agency tourism task force.\n 2. Following the initial enactment of this article, the plan shall\ninclude a survey and analysis of all marketing efforts, consistent with\nthe promotional objectives enumerated in section one hundred of this\nchapter, conducted by any agency, subsidiary or department of the state.\nThe initial five-year plan must include procedures to consolidate all\nsuch marketing efforts into the marketing program operated by the\ndepartment and to expand and apply the "I Love NY" brand in accordance\nwith this article.\n 3. The department shall submit such plan to the governor, temporary\npresident of the senate, speaker of the assembly and appropriate\ncommittees in the legislature. Each such entity shall have the\nopportunity to review the plan and subsequent re-evaluations in a timely\nmanner as prescribed by the department and send reports with\nrecommendations back to the department for final revisions. The\ndepartment shall consider such recommendations and integrate them into\nthe final plan and subsequent re-evaluations wherever feasible.\n 4. The department shall, on January first next succeeding the\neffective date of this article, submit a new five-year plan in\naccordance with subdivision three of this section.\n
