§ 143. Responsibilities of other agencies.
1.Prior to awarding any\nprocurement contract, each agency shall submit to the commissioner\ninformation sufficient to enable publication of the notices of\nprocurement contract opportunities described in subdivision two of\nsection one hundred forty-two of this article. Such information shall be\nsubmitted to the commissioner in sufficient time to allow a minimum of\nfifteen business days between publication of such notice and the date on\nwhich a bid or proposal is due, except where a shorter period is\nspecifically authorized by law.\n 2. No agency shall award a procurement contract unless a notice of a\nprocurement contract opportunity as described in subdivision two of\nsection one hundred forty-two of this article has been published in t

At the time the agency determination of intent to award a\nprocurement contract is made, each agency shall submit to the\ncommissioner for inclusion in the procurement opportunities newsletter,\n(a) for procurement contracts let by the invitation for bid process, the\nresult of the bid opening including the names of bidding firms and the\namounts bid by each; (b) for procurement contracts let by the request\nfor proposal process, the names of firms submitting proposals and the\nproposal selected as the best value offer; and (c) for all other\nprocurement contracts, the name of the proposed awardee.\n 4. At the time an agency enters into a contract with a single or sole\nsource provider pursuant to section one hundred sixty-three of the state\nfinance law, for an amount in excess of fifty thousand dollars, such\nagency shall submit an announcement of the intended contract for\ninclusion in the procurement opportunities newsletter, and shall specify\nthe recipient of the contract.\n 5. At the time an agency enters into a contract, such agency shall\nsubmit an announcement of the intended contract for inclusion in the\nprocurement opportunities newsletter. Such announcement shall identify\nthe contract, specify the date of the award of the contract and provide\nthe name of and contact information for each recipient of the contract.\n
