§ 141 — Definitions
§ 141. Definitions. For the purposes of this article, the following\nterms shall have the following meanings as indicated:\n 1. "Agency" shall mean any agency, department, board, bureau,\ncommission a majority of whose members are appointed by the governor,\ndivision, office, council, committee, or officer of the state, or the\nstate university of New York or the city university of New York, or any\npublic benefit corporation or public authority, a majority of whose\nmembers are appointed by the governor. Such term shall not include the\nlegislature.\n 2. "Foreign business enterprise" shall mean a business enterprise,\nincluding a sole proprietorship, partnership or corporation, which had\noffered for sale, lease or other form of exchange, goods sought by the\nagency and substantially
