§ 227-b. Rules and regulations. The superintendent shall have the\nauthority to promulgate such rules and regulations consistent with the\npurposes of this article, including but not limited to such rules and\nregulations as may define the terms used in this article and as may be\nnecessary or appropriate to interpret, implement or enforce the\nprovisions thereof.\n
