§ 13. Salaries of officers; expenses. The annual salaries and\ncompensation of the deputy commissioners, the counsel, secretary and all\nother officers and employees of the department shall be fixed by the\ncommissioner within the limits of appropriations made therefor.\n The reasonable and necessary traveling and other expenses of the\ncommissioner, deputy commissioners, secretary, counsel and other\nofficers and employees of the department, while actually engaged in the\nperformance of their duties, shall be paid in accordance with the rules\nand regulations of the department of audit and control from the state\ntreasury upon the audit of the comptroller, upon vouchers approved by\nthe commissioner.\n
