§ 201. Reorganization of departments. When authorized by local law,\nand in accordance with its provisions, the county executive may\nestablish additional departments or change the functions of existing\ndepartments under his jurisdiction, provide for their organization and\nmaintenance and assign to each the functions it shall perform, including\nfunctions exercised at the time of such reorganization by any other\nadministrative departments, offices or agencies of the county not headed\nby elective officers. Any such department, office or agency, when all of\nits functions are so assigned, may be abolished by local law. County\nfunctions not expressly assigned by this chapter shall be distributed\namong departments as may be provided by local law.\n
