§ 102. Declaration of policy. It is hereby declared to be the policy\nof the state, while protecting the interest of the owners thereof, to\nutilize escheated lands and unclaimed property for the benefit of all\nthe people of the state, and this chapter shall be liberally construed\nto accomplish such purpose.\n
