§ 135. Rules and regulations. The commissioner is hereby authorized,\nafter public hearing, to adopt and promulgate such rules and regulations\nto supplement and give full effect to the provisions of this article as\nhe may deem necessary, provided, that the commissioner may adopt and\npromulgate, insofar as appropriate, without public hearing, any rules\nand regulations promulgated under any federal act or acts or change or\namend the regulations promulgated hereunder so as to conform, insofar as\nappropriate, to those promulgated under such federal act or acts. The\ncommissioner may, if he or she determines that the protection of the\nconsumers of the state is not impaired by such action, provide by\nregulation for exemption from registration of small feed distributors\nwhen he or she
