As used in the Municipal Parking Law: A. "city" means any municipality having a population of five thousand or more. "The city" means the particular city for which a particular authority is created; B. "authority" or "parking authority" means any agent or agency of a city created pursuant to the Municipal Parking Law; C. "governing body" means, in the case of a city, that body in which the legislative powers of the city are vested; D. "bonds" means any obligation issued by a city pursuant to the Municipal Parking Law; E.
