The State of New Jersey hereby determines that expenditures made or authorized to be made by any municipality of this State from municipal funds, for civil defense purposes of the kind and character for which Federal funds are made available by the Act of the Eighty-first Congress of the United States, entitled "An act to authorize a Federal Civil Defense program, and for other purposes," shall constitute a source of the State for the basis of determining the amount of said Federal funds to be equally matched by this State to the same effect as though there had been a direct appropriation of State funds for said purposes instead of municipal funds. L.1951, c. 146, p. 610, s. 1.
