In order to facilitate co-operation with the United States of America in carrying on war and defense activities, all boards, bodies, officers and agencies of this State and of every county, municipality and school district thereof, are authorized:

(a)to accept from the United States of America or any board, body, agency or independent establishment thereof, subject to the terms and conditions appertaining thereto, grants of funds and grants and loans of equipment, supplies, materials and other property; and (b) to hold, use, expend, deal with, employ, distribute and dispose of such funds, equipment, supplies, materials and other property; and (c) to engage in such activities, to enter into such contracts and to do such other acts and things as may be necessary or convenient to carry out t
