2. Purpose. a. The Legislature finds and declares that gestational carrier agreements executed pursuant to this act are in accord with the public policy of this State. b. It is the intent and purpose of the Legislature to:

(1)Establish consistent standards and procedural safeguards to promote the best interests of the children who will be born as a result of gestational carrier agreements executed pursuant to P.L.2018, c.18 (C.9:17-60 et al.);
(2)Protect all parties involved in gestational carrier agreements executed pursuant to P.L.2018, c.18 (C.9:17-60 et al.); and (3) Recognize the technological advances in assisted reproductive medicine in ways that allow the use of these advances by intended parents and gestational carriers according to the public policy of New Jersey.
