3. a. There is established in, but not of, the Department of Environmental Protection, the Site Remediation Professional Licensing Board. The board shall establish licensing requirements for site remediation professionals and shall oversee the licensing and performance of site remediation professionals. b. The board shall consist of 13 members to be selected and qualified as follows:

(1)The Commissioner of Environmental Protection, or a designee, who shall serve ex officio, and who shall be the chairperson of the board;
(2)The State Geologist, or a designee, who shall serve ex officio; and (3) Eleven public members, residents of the State, who shall be appointed by the Governor with the advice and consent of the Senate as follows:
(a)six shall be site remediation professionals who hold
