10.The chief operating officer may: a. Sue in the municipality's corporate name and submit disputes and controversies to arbitration and determination in the manner provided by law; b. Retain municipal corporation counsel and such other special counsel as the chief operating officer may deem necessary to carry out the functions, powers and duties set forth in P.L.2002, c.43 (C.52:27BBB-1 et al.); and c. Request the State Treasurer to provide no interest loans to the municipality for cash flow purposes. L.2002,c.43,s.10.
